Try Duckstation, it's very capable and lets you not only increase the resolution, but use the PXGP improvements to polygon shaking.

You can also overclock the console: you'll max out 50FPS in all minigames with only the Helmet Hoarding minigame becoming unplayable due to romans not moving ( applies to Camp Destruction too but it's not harmful )

You can go even beyond and activate the force NTSC to make it 60!
