depends on the studio. Rockstar North started working on GTA V around 2008 i think, the same year GTA IV released and look at it, GTA V's one of the most sold games of all time

i was actually about to bring up GTA VC with a development time of 2 years but that game's got the excuse that it was made in 2001-2002
