there is a development question developers probably didnt know if the game will be successful thats why they probably didnt go deep into that spy backstory

i think the most possible thing is that developers just didnt write his backstory cause it wasnt that much necessary also as i mentioned upper they wouldnt know if game will be a successful or not and since it came out successful they extended spies backstory and made him sidekick
