I imported and exported Asterix to DFF with the DragonFF plugin, and even to/from XXL Editor, and the Specularity extension is normally still kept.

I did a hex comparison and there are some values that become 00 after export from DragonFF, maybe that's the reason? 🤷♂️

i just checked Greece and other locations and all of them have specular reflection

You just export the original model to DFF and import back without any edits and the specular map is gone
