I'm not sure, maybe they don't spawn because of too many romans already spawned, or maybe they spawn only through specific triggers but not sure.

I believe the only romans we spawn outside of those are the same everytime... Could be a specific trigger.

After checking with the editor, the romans spawn after some progress on the cable car (around 4/5 of the path).

The squad of romans have two respawn points, marker 42 and 43:

However, if you reach 4/5 of the cable car, it will send a message to the squad, and there is action which will spawn the romans at marker 43 specifically, which is the one at the right.

However in your screenshot it seems they spawn at the other marker (42).

Perhaps the game spawns the romans at marker 42 instead of marker 43 if 43 is outside of the screen?
