That does sound odd. Not sure how different using a joystick vs a keyboard when controlling the camera is.
But yea on the joystick with the right setup it is consistent (for me).
I haven't tried on keyboard, so I can't say, but it definitely works using controller for me.
I can try the trick with D-pad if that helps
and see how consistent it is
The problem seems to be on joystick actually.
It seems to work 99% of the time with D-pad, but not with joystick
