Even if we skip the sam cutscene trigger we cant progress, actually ye, one thing that could be the solution is break of second sam cutscene, so that he wpuld think we finished fight, but I dont think there is any solution for it

So basically... when all enemies are dead, event 187 is executed, which removes fight lock & does something to Sam. (Most likely allows him to open the door)

What do you mean by "All enemies are dead"? Do you mean no enemy is in the field?

Basically, whenever you kill an enemy, the game checks whether the amount has been reached & spawns more if not

The turtoises are not count in the 200 iirc
