You have to punch the wheel very shortly before this despenser light turns green

likewise, to get the helmets from the dispenser, you have to punch the wheel just before the light of the first despenser on the left turns green

now i wonder if we can farm helmets like that in romaster for twister (it was 30k?) around that, so we could collect few multiplayers from dispenser, and then do the bank
