In-game and menus text are all localized, but only on that screen it is not, huh...

I believe that's because the game loads English (for this particular menu), and not your localized version.

The game first loads the french locale (to load the order of the locales). Then, it chooses an available one from the order (English is primary). So you could technically change the order in the french locale, such that your localization is first (and it would get chosen).

I tried to unpack rws's 2 years ago, but didn't find a way to put them back in, so I've no idea here...

There's no tools for that in the editor, you'd have to do it yourself.

In the latest versions of the editor you can replace the speech files for all languages and then save them to the .RWS'. But I believe you need to first extract all the audio, Adrien posted a guide on how to do it some time ago, you could try searching in here for that :PogelixOkay:
