I've been looking at the f*d up vfx and I think it has got to the with the frame rate itself (it is executed MANY MANY more times). I think this would possibly require manual intervention. But will keep looking.
I really wonder if AMD handles the sound it's own way? Or cheats OpenGL so hard since its last update that it flips dsound's effectiveness upside down?
Baku has a laptop, not sure if you're in line with that.

Ye there is usually a significant difference between a desktop and a laptop
there is, but there is also a performance difference between GPU brands handling a specific graphics API
