The fps counter in KAL (& in cheat tool) counts the number of times it has visited the CKTime update function (= one frame). This should be accurate (as long as the game speed is 1.0). What could be a problem is that KAL only ever once computes the perfomance frequency... and I'm not sure if it can change this drastically.
